Document		Recommendations

As a concerned citizen, I'd like to make two recommendations to the ICRP:

1) Consider deleting all forms, recommendations, and even discussions of the exemptions mentioned in section 2.4.
2) Consider adopting and implementing a precautionary principle in the overall framework.
